Design & Delivery Lead – Digital & Innovation Operating Model (Contract)
Rate: Up to £720 per day (Outside IR35)
Location: London / Hybrid (3 days per week on‑site)
Duration: Initial 3‑month contract, with potential extension
Clearance: Active Active SC/NPPV3 or SC required
Role Overview
We are seeking a highly experienced Design and Delivery Lead to lead the design and implementation of a Digital and Innovation operating model within a large, complex programme.
This role is suited to someone who has delivered operating models end‑to‑end, from high‑level conceptual design through to detailed design and organisation design (OD), and who is comfortable working at pace with senior stakeholders in regulated or security‑sensitive environments.
Key Responsibilities
- Lead the design and delivery of a target operating model (TOM) for Digital & Innovation
- Translate strategic objectives into practical, implementable operating models
- Own operating model design across structure, governance, roles, decision‑making, processes and ways of working
- Deliver both high‑level design concepts and detailed operating model / OD artefacts
- Engage, influence and challenge senior stakeholders across digital, innovation and corporate functions
- Support change, adoption and embedding of the operating model into live operation
- Ensure alignment with wider organisational transformation and governance frameworks
Essential Skills & Experience
- Proven experience delivering Digital, Technology or Innovation operating models
- Strong operating model and organisation design (OD) capability
- Comfortable working from strategy through to detailed design and implementation
- Able to operate autonomously in complex, fast‑moving environments
- Strong senior stakeholder management and delivery leadership
Desirable Experience
- Experience in policing, law enforcement, security or justice environments
- Background in large‑scale public‑sector or regulated transformation programmes
- Experience delivering within high‑assurance / security‑cleared settings
Additional Information
- Outside IR35
- Hybrid working: London office attendance 3 days per week
- Active NPPV3 and/or SC clearance required
